Threat Assessment Team (TAT)

I. Introduction

 
Purpose:

The purpose of the Threat Assessment Team is to provide a coordinated campus approach to assessing the threat posed by individuals on campus and to coordinate appropriate preventative and corrective action.

Core Membership:

Executive Dean of Student Affairs (Chair)
Chief Human Resources Officer
Division Dean Counseling and Advising
Safety/Risk Management (Vice President College Services)
Public Safety Manager

Consultative membership:

Director FMP—Facilities issues
Public Safety Officer—Safety
Women's Center Coordinator—Domestic violence/stalking
Assistant Dean of Counseling—Counseling
Division Dean/DR or DR Advisor —Disability issues
Health Clinic Manager or designee—Health perspective
Conduct Officer, Division Dean Student Life, MCC & Women's Program—Student code/Judicial Advisor issues
Substance Abuse Counselor—Substance abuse    

Note: LCCEA and LCCEF will be routinely notified if threats involve their membership. Responsibility for notification lies with the Executive Dean for Student Affairs (student issues), Chief Human Resources (employee issues), Public Safety Manager (community issues).   

Meetings:

Routine Meetings

• TAT Core group meets monthly for case review, process/procedure improvement 
• TAT large group meets once per term for overall incident review, staffing, and follow up     

Special Meetings

• Any member may contact the chair to convene the TAT—urgency to be determined by the situation.  TAT will assess the degree of danger, identify additional information needed, and determine institutional response.
• Team sub-groups may meet as needed to consult on specific situations.

Note: all pertinent confidentiality laws/rules apply to these meetings.

Primary assessment responsibility for threats involving students lies with the Executive Dean for Student Affairs in conjunction with the Division Dean of Student Affairs/Counseling and Advising, and the Public Safety Manager. 

Primary assessment responsibility for threats involving employees lies with the Chief Human Resources Officer in conjunction with the Public Safety Manager and the Vice President of College Services. 

Primary assessment responsibility for threats involving community members lies with the Public Safety Manager in conjunction with the Chief Human Resources Officer. 

Note: The Coordinator of the Women's Center will be consulted in all situations involving domestic violence, stalking or sexual assault.

Campus Outreach

• All persons involved in formal staff and student disciplinary situations shall be made aware of TAT and how to refer to TAT. 
• The referral matrix will be distributed to students and staff via both electronic and print information.

II.   Threat Levels:

 
Unknown/Low Risk:  No immediate threat to the victim.

A low risk level threat may be handled by individual college units—Student Judicial System, Public Safety (PS), HR, Counseling, Women's Center, etc. without convening the TAT.

College unit shall review protective measures with victim.  The Women's Center must be involved in situations of domestic abuse, stalking or sexual abuse. -See III Risk Reduction Strategies Low Risk below.

Moderate Risk:  Potential for some degree of risk to the victim.

College units should consult with the TAT Chair and the person designated with primary assessment responsibility about convening the TAT.  All medium risk situations that do not have a special TAT meeting shall be reviewed at the next general TAT meeting.

A referral to Public Safety is required.  Public Safety will conduct a risk reduction meeting with the victim. Women's Center must be involved in situations of domestic abuse, stalking, or sexual abuse.

Notify appropriate local law enforcement agencies.

High Risk:  Potential for immediate harm to the victim.

Immediate referral to PS and convening of the TAT.

Notification of appropriate local law enforcement required.

PS to conduct a risk reduction meeting with the victim.  Women's Center must be involved in situations of domestic abuse, stalking, or sexual abuse.

Other protective measures as determined by TAT or responsible college unit.
