General Characteristics:
A Television Control Operator is responsible for operating television equipment and controls in the telecourse control room which receives satellite programs for recording and broadcasts tapes for telecourse programs over closed circuit and cable television; does related work as required. Work requires knowledge of technical procedures involved in satellite transponder interface and television broadcasting. Operating television broadcast equipment requires manual dexterity. Physical strength and agility are required to lift and carry equipment. Good mechanical aptitude, organizational skills, attention to detail and the ability to train others is also required. Positions may require evenings, weekends or holiday work to provide for coverage and trouble- shooting of system problems.
Examples of Work:
Broadcasts video programs on cable television systems to the Eugene/Springfield/junction City/Harrisburg areas; follows schedules prepared by supervisor; pulls tapes and inserts them into video players to broadcast programs; generates daily logs from schedules; programs character generator for breaks between telecourse programming; replays live off-satellite, ED-Net, off-air and pre-recorded tapes over closed-circuit television system.
Records programs via satellite or off-air broadcasts; checks quality of satellite and off-air recordings; duplicates video programs and. replaces damaged tapes from outreach centers, cable systems and library; programs controllers for off-satellite and off-air recording; programs controllers for video replays at outreach cable television systems.
Monitors programs being recorded or broadcasted and adjusts equipment and instruments; adjusts video and audio levels on waveform monitor for off-air and satellite recording and duplicating; consults with various electronic and satellite technicians concerning technical problems, adjusts satellite transponder frequencies and performs minor maintenance on equipment; picks up and delivers equipment to outreach centers; cleans rollers, heads and guides; schedules equipment repairs as needed.
Maintains equipment inventory, master tape library, and telecourse video library; keeps records and statistics on videotape usage and satellite recordings.
Trains and schedules hourly personnel to operate control center at night and on weekends; provides troubleshooting assistance for Television Control Operators on weekends, evenings and holidays.
Opens ED-Net classrooms and dials up phone bridge; sets up and adjusts required equipment; secures equipment and room after each session.
Knowledge, Skills and Abilities:
Knowledge of broadcasting systems and equipment; skill in organizing work; ability to pay attention to detail; ability to follow schedules accurately; ability to react quickly when equipment malfunctions and to take effective action to correct malfunctions; ability to troubleshoot system problems in consultation with technicians; ability to train and schedule hourly operators; ability to maintain accurate records; ability to follow College policies relating to the use of the control room; ability to operate varied broadcasting equipment including character generator, video time-base corrector, waveform monitor, vectro scope, TV modulators, satellite receiving systems, videotape recorders/players and audio and video monitoring systems; good mechanical ability to make adjustments and repairs; ability to drive safely; ability to lift and carry equipment weighing up to 40 pounds as required by the position; ability to work evenings, weekends or holidays; ability to work safely.
Supervision:
Works under the general supervision of the Telecourses chair. A Telecourse Operations Coordinator assigns work, provides work priorties and is available to troubleshoot administrative problems on a daily basis. Work is performed independently based upon established procedures and schedules. Work is reviewed periodically for technical quality and timely performance.
Supervision of others is not a normal responsibility of this position; however, employees may train and coordinate the work of hourly employees and other staff who work evenings and weekends.
Minimum Qualifications:
High school graduation or equivalent supplemented by specialized training in the operation of video recorders, character generators, satellite receiver controls and modulators is required. One year of experience as a Television Control Operator or in a closely related field is required.
Equivalent combination of training and experience will be considered qualifying.
