MULTIMEDIA AND VIDEO SPECIALIST

General Characteristics:

Operates Distance Learning Television Station. Produces, designs, implements, and edits specialized media projects as assigned.  Serves as a resource for the College community, connecting them with services and resources for media products and production. 

Examples of Work:

Analyze monitor, operate and oversee Tiltrac Television Automation system performance and usage; set up teleconferences, studio classroom, postproduction, control room operations, and studio and location productions; and ensure operations security. Operate TV control, production control, including postproduction workstations, studio classroom, and Internet protocol video systems, assuring that all are fully operational and secure. 

Ensure proper maintenance and support of TV control, productioncontrol, including postproduction workstations, andstudio/classroom. Reinstall damaged or deleted files and providerecovery from catastrophic systems loss; troubleshoot errors insystems and initiate repairs; configure media components; evaluate,negotiate, and recommend warranty and service agreements; implementand design continuity of programming breaks for LANE-TV, StationIdentification, Public Service Announcement library and fillmaterials, and College promotional spots; make network recordings,oversee the encoding and cataloging of all program materials withthe Tiltrac Automation System; and design and maintain databasesthat are integrated into the automation systems.Train faculty ontechniques and applications using technology to enhance andfacilitate Distance Learning course objective. Integrate technical tools and applications into Distance Learninginstructional delivery; monitor, evaluate, and assess currentpolicies and procedures and develop and implement changes to ensurestate of the art media production and creation; provide technicaland artistic training, council, design, and advice for Collegestaff, faculty, and students; provide videographic services in the studio/classroom, onlocation, and in assigned video production projects; and performmarket research through contact with outside vendors to purchaseapproved media products.Create multimedia and videographic programs and projects that meetdepartmental and administrative goals.  Work withthe Distance Learning Coordinator in developing production plansfor live Distance Learning classes, including staffing, facilityscheduling, and production services; function as TelevisionProducer and/or Television Director for live Distance Learningclasses, LANE-TV promotions, including promotions for the College;coordinate multimedia components for studio use; and serve as atechnical resource for staff and faculty on multimedia, videoprojects, and Distance Learning projects.Provide advanced technicalcoordination and expertise in the use, operation, evaluation,upgrading, and purchase and maintenance of Distance Learning videoequipment. Advise faculty and staff in the selection, production,and use of departmental facilities including: TV control,production control, post production work stations and other standalone electronic systems. Prepare and oversee the preparation ofprogramming logs and program automation system to provide dailybroadcasting on cable, microwave, closed circuit, and the internet;coordinate setup and tear down of production equipment instudio/classroom and/or on location production sites; train andschedule part-time, hourly, and cooperative education students tooperate TV control, production control, including post-productionwork stations, studio equipment, and Electronic Field Productionequipment; oversee and maintain video tape program libraries,distance delivery services, and coordinate the request for themaintenance and repair of electronic equipment at the CommunityLearning Centers, cable systems, and Distance Learning facility;operate, adjust, and do basic troubleshooting for video, lighting,audio, and editing systems; oversee video equipment storage andsecurity; research available products and systems and recommendalternatives to meet identified needs; and prepare request forproposals, cost estimates, and justifications.

Knowledge, Skills and Abilities

Knowledge of:

Production processes, including writing, editing, videography, directing and producing; philosophy, content and design of the on air appearance of the television station break identification and television station operations television and sound production equipment including, cameras, non-linear edit systems, advanced graphics systems and common electronic test equipment; advanced videography and operating digital non-linear editing systems; broadcasting systems and equipment; television automation systems including encoding processes, server operation, digital archiving systems and file structure.

Skill in:

Digital video, non-linear editing, camera work, and use of related software programs; creative visualization, and program development; prioritization, planning, and communication; electronic systems and personal computers; the use of advanced computer graphics work stations, using desktop publishing, video manipulation and other software; organizing work; training and monitoring performance of faculty, students, and staff; and the use of MPEG II encoder software and MPEG II edit software; using materials (such as cloth goods, steel, plastics, wood, plaster, and line goods); the fabrication process used in set design and construction; and basic electricity, stage lighting, sound, and studio staging;

Ability to:

Stage production studio according to plans, sketches, or verbal descriptions; produce; gather materials, write copy, design graphics and presentations for Distance Learning “live” classes and programming for LANE-TV; direct, operate digital special effects generators, routing switchers, shade cameras, make content decision regarding graphics, cameras, and audio sources for “live” classes and LANE-TV; assess, retask electronic equipment, connect audio and video cables in and out of equipment to meet production needs; react quickly when equipment malfunctions and to take effective action to correct malfunctions; troubleshoot systems; plan work assignments and set priorities; work under pressure and meet tight deadlines; estimate costs; pay attention to detail; follow schedules accurately; schedule, train, lead, and follow up with hourly staff and cooperative education students; maintain accurate records; operate such tools as saws, jointers, wire welders, and various other hand tools to perform basic set up of studio classroom; connect audio and video cables in and out of equipment to meet production needs to operate varied broadcasting equipment including character generator, video time-base corrector, waveform monitor, vector  scope, TV modulators, satellite receiving systems, videotape recorders/players and audio and video monitoring systems; work with end users to determine specific program needs and creatively develop programs to meet those needs; work directly with faculty and staff to support their efforts in the presentation of their materials over distance education delivery systems; work effectively with other members of the production team, the department, and other College and community people; communicate effectively orally and in writing; work with students and staff from diverse backgrounds; work to fulfill the vision, mission, and goals of the program and College.

Supervision:

Reports to and works under the general supervision of the Associate Vice President of Information Technology. The Distance Learning Coordinator leads and assigns work and is available to answer questions or troubleshoot problems on a daily basis.  Assignments are received in the form of basic guidelines with the employee expected to work independently towards the attainment of department goals and objectives.  Work is reviewed by the supervisor through verbal updates and periodic conferences for progress towards program goals. How to perform video production is the responsibility of the employee, so long as work is performed according to established policies or as outlined by rules and regulations; work is reviewed periodically to assure conformance with established policies and to measure results.

This position assigns tasks and priorities, trains and checksthe work of assigned staff and work study students, and isavailable to answer questions or troubleshoot problems on a dailybasis.

Minimum Qualifications:

Education: Associate of Arts or Associate of Science degree in Media Communication or a related field supplemented by specialized training in the operation of video recorders, character generators, studio production equipment, satellite receiver controls, and modulators is required.

Experience: Three (3) years of television productionvideography experience including atleast two years of broadcasting experience isrequired.  Equivalent combination oftraining and experience will be considered qualifying.
