LANE COMMUNITY COLLEGE
SPECIAL MEETING OF THE BOARD OF EDUCATION MINUTES
April 28, 2010

1.  Attendance
Board members present: Bob Ackerman, Pat Albright, Sharon Stiles, Susie Johnston, and Tony McCown. Roger Hall and Gary LeClair were absent. Also present were: President Mary Spilde; Associate Vice President Greg Morgan; and Legal Counsel Meg Kieran.

A. Chair Albright called the meeting to order at 7:16 p.m.

2. Discussion/Action Items
A. Building 2 Remodel GMP

McCown moved to approve the GMP (Guaranteed Maximum Price) from John Hyland Construction for the Building 2 Remodel in the amount of $2,783,278. Ackerman seconded.

Motion passed unanimously.

B. Downtown Campus Update
The college provided documentation and research on questions that were raised by board members at the April 14 meeting regarding timelines, community college housing projects, funding options, and the likelihood of receiving new market tax credits.

Ackerman requested that funding for the housing portion be identified by September, stating that a legal opinion would be prudent once a device is chosen. He questioned whether Lane has the legal authority to do a mortgage transaction and whether we can use general obligation bonds. Other sources of funds to consider are the enterprise fund, the Foundation, and the sale of the existing building.

Morgan stated that Chemeketa Community College had received new market tax credits closer to the end of their project. Spilde stated that the sequencing for the funding should be mapped out for the board members to see clearly.

Spilde discussed the possibility of using funds from the AshLane settlement which Lane received several years ago. The settlement was given to the Foundation to help students with housing issues, and there have been preliminary discussions with the Foundation board chair and director to ask the Foundation to partner with the college on student housing.

C. Board Chair Report
Albright reported that he attended the American Association of Community Colleges Convention in Seattle. The convention was most ably led by President Spilde. She did an exemplary job, and she brought both pride and recognition to Lane Community College.
