Biography: Richard M. Turner

Richard Martin Turner is a native of Charleston, South Carolina. He received a bachelor's degree from Fisk University in Nashville, Tennessee, in 1956; a master's degree in music education from Indiana University in 1961; and a doctorate in music education from Indiana University in 1972.

He began his academic career at Stillman College in Tuscaloosa, Alabama, where he was an associate professor of music and chair of the Department of Music (1956-1968). From 1968-1971 he was chairman of the Department of Music at Fisk University. Fisk University awarded him an honorary doctor of humane letters in 1980.

He began his career in community college administration at the Community College of Baltimore in Maryland; he served as dean of student activities, dean of faculty, and provost, 1971-1979. He served as president of South Central Community College in New Haven, Connecticut, 1979-1985.

Turner was president of Lane Community College, 1985-1988.

He was president of the Nashville Technical Institute in Nashville, Tennessee, 1988-91. From 1992-1996, he served as campus dean, provost, interim president, and executive vice-president at Wayne County Community College District in Detroit, Michigan. He was president of Turner Associates & Mentors, Inc. from 1966-2004. Since 2004, he has been interim president of Baltimore City Community College.

He served in the U.S. Army Reserves, 1957-63. He and his wife, Dolores, have a daughter, Edris, and son, Michael.


Scope & Content Note

The collection contains the correspondence and administrative records documenting the tenure of college president Richard Turner (1985-1988). The collection is divided into five series.

  • Series A: Correspondence, 1982-1989
    • This series contains chronological correspondence and correspondence to and from college administrators.
  • Series B: Internal Organizations: College Departments, Committees and Subject Files, 1972-1990
    • This series contains subject files arranged alphabetically. The subject files concern the president's interaction with college administrative and instructional departments and college committees. They also include topical files that document the wide variety of issues facing the college, including faculty, classified, and management labor relations; the LCC Foundation; and facilities.
  • Series C: External Organizations, 1973-1989
    • This series contains files relating to organizations outside the college. These are regional organizations such as local chambers of commerce, other community colleges in Oregon, Oregon state educational agencies, Oregon community college organizations, and national organizations, such as the League for Innovation in the Community College.
  • Series D: Speeches and Writings, 1982-1988
  • Series E: Legal Records (restricted), 1983-1989
    • This series contains legal records which are retained for historical interest. Records concern ASHLane (a case involving student housing), financial aid and Adult Basic and Secondary Education personnel issues. Because these records may contain employee personnel records, they are confidential and access is restricted.
