Purpose: 

This procedure describes the process by which the initial salary placement is determined for new management employees on the pay level that has been assigned to their position through the classification process. Initial placement on that pay level is individualized for each employee according to one of the formulas described below.

Narrative: 

Step Placements: New Employees

A step placement recommendation is prepared by Human Resources after the Recruitment Report and Employment Recommendation Form is completed by the department.  Human Resources uses the information provided in the employment application packet for this purpose.  The placement is based on the initial step placement guidelines outlined below.  There is no maximum step placement for new employees, except that step 10 is not available for initial placement.

The department administrator is responsible for reviewing the Human Resources recommendation to ensure that no relevant experience was overlooked and that all experience used for step placement is relevant to the assignment.

The following guidelines are used to determine the correct initial salary step placements for new employees hired into management positions.

Step Experience
1 Less than 24 months of relevant experience beyond the minimum requirement for the position.
2 At least 24 months of relevant experience beyond the minimum requirement for the position.
3 At least 60 months of relevant experience beyond the minimum requirement for the position.
4 At least 96 months of relevant experience beyond the minimum requirement for the position.
5 At least 132 months of relevant experience beyond the minimum requirement for the position.
6 At least 168 months of relevant experience beyond the minimum requirement for the position.
7 At least 204 months of relevant experience beyond the minimum requirement for the position.
8 At least 240 months of relevant experience beyond the minimum requirement for the position.
9 At least 276 months of relevant experience beyond the minimum requirement for the position.

Prior work experience used to satisfy the minimum experience requirements of the position cannot also be used to determine step placement.

Example:  A new employee with 36 months of experience who applies for a job requiring 24 months of experience will be placed on step 1.

Part-time work experience is prorated according to the full-time standard.

Example:  Four years of half-time experience counts as two full years of experience.

Step Placements: Current Employees

Any current employee selected to permanently fill a management position on a higher salary level will be placed on a step on the new level according to the placement formula below that results in the highest salary placement:

  1. Placement on a step on the management salary range according to the hiring rate formula described above for new employees, with a maximum step placement of step 9;
  2. Movement from the employee's present annual salary rate to the next higher dollar amount on the new management salary range plus one full step, with a maximum step placement of step 9; or
  3. Placement on the management salary range at the employee's present annual salary rate.  If this amount exceeds step 9 on the management range, employee's salary will remain frozen at their rate until step 9 on the management salary range exceeds the frozen salary.

Any current employee selected to temporarily fill a management position on a higher salary level in addition to their own duties will be placed according to the guidelines provided in the Management Employees Working Conditions Document.

Definitions: 

Current employee - An employee who, on the date of hire into a classified position, was already in another budgeted classified position of not less than .500 FTE (or a "grandfathered" position of less than .500 FTE), or was in a contracted faculty position or a management position. 

New employee - Any individual who does not qualify as a current employee.
